NSW Smart & Skilled

Smart and Skilled is a reform of the NSW Vocational Education and Training (VET) system. It's helping people in NSW get the skills they need to find a job and advance their careers.

Smart and Skilled provides eligible students with:

an entitlement to government-subsidised training up to and including Certificate III.

Are you:

15 years old or over?
no longer at school?
living or working in NSW? (or an Aboriginal or Torres Strait Islander person living in specific NSW border areas)
an Australian citizen, Australian permanent resident, humanitarian visa holder or New Zealand citizen?

If you answered ‘Yes' to all four questions, you're eligible for Smart and Skilled training.

From 2016, all students, regardless of the level of any previous qualifications held, are able to access subsidised Smart and Skilled training up to Certificate III level. This means that even if you have a higher-level qualification you may still be eligible to re-train to enter (or re-enter) the workforce. Previous qualifications do not affect eligibility, but may affect the student fee.

Apprentices

NSW apprentices may be eligible for a government subsidy for the training that supports their apprenticeship.

Under the NSW Government fee-free traineeship initiative, NSW new entrant trainees that commence their training on or after 1 January 2020 may be eligible for fee-free training. For eligible trainees there will be no requirement to pay the fee.

Notification of Enrolment Process

Complete the Training Application Form for NSW.
Provide a verified USI (If you do not have one, please apply through https://www.usi.gov.au/ or authorise Spectra Training to apply on your behalf).
Provide evidence of your Citizenship. Eg. Medicare, Passport, Visa.
Submit proof of NSW residency, such as a driver’s license or another document issued by the Commonwealth or State Government that clearly displays your address.
If you qualify for a concession or exemption, you must provide your CRN.
Submit copies of academic transcripts you intend to use for Credit Transfer or Recognition of Prior Learning (RPL) applications.
Sign a consent form authorizing the college to enrol you in the Smart and Skilled portal.
Sign a declaration acknowledging that you have read and understand a list of policies, rights, and responsibilities, etc.

Student Fees and Subsidy

Student Fee: students are required to pay their fee (if applicable). Students enrolled under an NSW Smart and Skilled course may have to pay part of the cost of training known as the Student Fee.
Subsidy: is the remaining portion of the fee provided by the NSW government.
Qualification Price: the qualification price is comprised of the student fee and subsidy. The fees are set by the government and cannot be changed. If you are entitled to a concession, your fee will be reduced, and if you are entitled to an exemption, then you will not have to pay any Student Fee.

A Unique Student Identifier (USI) is a personal reference code consisting of ten letters and numbers. It is essential for anyone undertaking nationally recognised training in Australia, as it ensures that all training records and achievements are securely stored in one online location.

A USI is mandatory for enrolling in state-funded courses, as required by the government. This system simplifies the tracking of educational records, making it easier to manage and verify qualifications.

With a USI, both students and training providers can conveniently access and manage training records, transcripts, and certificates. This allows students to easily present their credentials when applying for jobs or further studies.

Additionally, the USI safeguards educational history by keeping records secure and preventing data loss or misuse.

Upon completing your training, you can retrieve your qualifications and results online via the USI portal. This streamlined access supports career planning and future educational pursuits.

During the enrolment process you need to provide a verified USI. If you do not have one, please apply through https://www.usi.gov.au/ or authorise Spectra Training to apply on your behalf.

Training Plan

Students enrolled in the Smart and Skilled Program will receive their Training Plan within 12 weeks of starting their course. This personalised document will be sent to them via email.

The Training Plan includes the following key details:

Student’s name and Commitment ID
College name, contact details, and relevant information
Overview of training activities
Available support services
Recognition of Prior Learning (RPL) and/or Credit Transfer granted
Qualification details, including Units of Competency
Scheduled hours for each Unit of Competency
Start and completion dates for training and assessments
Methods and modes of training delivery and assessment
Suitable learning strategies and resources
Contact details of trainers and assessors

Training and Delivery

Training by Spectra Training Australia is delivered using a variety of flexible approaches to learning, including techniques such as classroom-based learning (face to face and remotely), on the job instructions, self-paced learning, group-based learning, coaching, on-line learning and workplace training.
At all times, Spectra Training Australia will ensure that training and assessment occurs in accordance with the agreed training plan.

The flexibility in training delivery incorporates options that best suit the individual’s learning needs:
• Workplace delivery:Trainer and assessor led training sessions on-site.
• Workplace mentoring: Workplace mentors provide additional training and support to participants.
• One-on-one coaching sessions.
• Self-paced learning: working through training resources outside of scheduled training delivery.

Spectra Training Australia will ensure that training facilities, equipment and courseware is adequate for the training program being delivered and are maintained in good working order.
Training methods or ‘delivery modes’ may include (but are not limited to):
• Face to face group workshops.
• One-on-one coaching sessions.
• Projects/assignments.

Participation and Attendance

Like all vocational courses, the student needs to assess these skills, on top of the relevant technical skills, means attendance at all sessions and participation in all associated activities of each training cycle is critical.

Much of the assessment is made by observation and demonstration which is impossible if a participant’s attendance and participation is irregular.
To this aim, all participants· attendance and participation is recorded for each and every session in official attendance registers.

If a trainer and assessor has not been able to make adequate observations and has not had the opportunity to orally question a participant throughout the duration of training to assess underpinning knowledge and comprehension, the participant may be assessed as 'not yet competent' on the basis of a lack of evidence, which will inevitably delay the attainment of the qualification.

Pre-training reviews ensure that all participants are enrolled in suitable training programs and help identify individual or any special learning needs. Participants requiring assistance or support such as in language, literacy, or numeracy, are encouraged to discuss their needs their trainer and assessor. Spectra Training Australia’s experienced staff are available to explore tailored options that support participants in achieving competence, with a strong commitment to confidentiality.
